The minimum age is 14

To ride an EAPC on UK public roads — including cycle lanes and cycle paths — you must be 14 or older. This is the one age restriction that distinguishes an e-bike from a standard bicycle, which children of any age may ride on the road.

The reasoning is straightforward: an e-bike provides motor assistance up to 15.5 mph, and the law sets 14 as the age at which a rider is considered capable of handling that safely in traffic.

There is no upper age limit and no licence

Once you are 14 or over, there is nothing else to obtain. No driving licence, no test, no registration — see licence, tax and insurance. E-bikes are a popular choice for older riders precisely because the motor flattens hills and headwinds without any of the bureaucracy of a moped.

Children under 14

Under-14s can ride electric bikes — just not on public roads, cycle lanes or paths. They are limited to off-road, private land, and you should have the landowner's permission. This makes e-bikes suitable for supervised off-road use by younger riders, but a child cannot legally use one for the school run on public roads or pavements.

A note on helmets

There is no legal requirement to wear a helmet on an EAPC at any age — but it is strongly recommended for every rider, and especially for younger ones. Many families treat a helmet as non-negotiable regardless of what the law says.
